Ministry of Home Affairs, Central government has launched Student Police Cadet (SPC) Programme across the country. By National Roll Out of SPC initiative, govt. wants to inculcate the values and ethics in students through classes in schools and outside. Student Police Cadet Program will bridge the gap between Police and People and will lead to reduction in crimes. This SPC Program is launched in Gurugram, Haryana on 21st July 2018.
The classes will cover the 2 important topics – Crime Prevention & Control, Value and Ethics. Students are proposed to be given only 1 class in a month which is also optional. There will be neither any textbook nor any exam envisaged for this class.
Main focus of SPC is on 8th and 9th class students and govt. will also ensure that these classes doesn’t add to the workload of students.
Student Police Cadet (SPC) Program – Classes & Topics
There will be only 1 class in a month and students are not forced to attend classes. Govt. will make every possible effort to motivate students to attend SPC Classes. The sub-topics covered under 2 major topics of Crime Prevention & Control and Value and Ethics are as follows:-
- Crime Prevention & Control –
- Community Policing
- Road Safety
- Fight against Social Evils
- Safety of Women & Children
- Fight against Corruption and Disaster Management.
- Value and Ethics –
- Respect for Elders
- Empathy & Sympathy
- Team Spirit
Bureau of Police Research and Development (BPR&D) has prepared a handbook to impart instructions along with the support of NCERT. Govt. will primarily focus on laying special emphasis on field demonstrations. Moreover, students will be allowed to visit Women Police stations, Child Protection Homes including NGOs, Traffic Police and Fire Brigade Stations to understand the functioning of Police. Students can also learn through group discussions, audio-visual mediums etc.
National Student Police Cadet Programme Implementation
State Level Committee consisting of Principal Secretary, Education and Director General of Police as members headed by Principal Secretary, Home Department will implement this initiative. At District Level, a Similar Committee comprising of District Inspector of Schools and Superintendent of Police as members headed by District Magistrate will implement this SPC Program.
Govt. has already released Rs. 67 crore to the states to successfully implement State Police Cadet Programme. Each school will get Rs. 50,000 for educational aids, training and contingency. Student Police Cadet Program will be implement firstly in the government schools of rural and urban areas. Previously, this State Police Cadet programme was running as a pilot project in Kerala and Gujarat state.
National Roll-out of Student Police Cadet Programme is done by the Govt. of India and Govt. of Haryana on 21st July 2018 at Gurugram, Haryana. Shri Rajnath Singh, Shri Prakash Javadekar, Shri Manohar Lal Khattar, Sh. Rao Inderjit Singh, Shri Hansraj Gangaram Ahir were present at the launch event.
